Poverty trap

A term used when people find it impossible to improve their circumstances thanks to institutional barriers. One example is the workings of the tax and benefits system. High effective marginal tax rates—combining taxes on earnings and withdrawal of benefits as incomes rise—may mean that their employment earnings will make them barely any better off. Another is access to the highest level of education and health services, which may prevent people from realising their full potential.
