如何解释这些句中的单、复数动词？

有一读者问：《新中学英语》中有这样三个句子：

(1)At present about 38% of the Chinese population smoke.

(2)Just under a third of the population now smokes, about 17 million people.

(3)This is because two thirds of the earth's surface is made up of vast oceans.

如何解释上述句（1）中的复数动词smoke，句（2）中的smokes和句（3）中的 is?

当百分比或分数与集体名词（如上述句[1]、[2]中的population）连用时，如强调集体名词是一不可分割的整体，则用单数动词，如上述句（2）；如强调集体名词的一个个成员，则用复数动词，如上述句（1）。上述句（3）中the earth's surface乃指一单一事物，具有单数概念，其分数自应也表单念，故而应用单数动词is。
