生态环境部等部门（state organs including the Ministry of Ecology and Environment）于2024年1月19日印发意见，要求到2025年底，大气污染防治重点区域力争50%水泥熟料产能完成超低排放改造（ultra-low emission transformation）。

超低排放改造是指按照国际、国内最先进水平，对企业所有生产环节实施大气污染排放治理升级改造。我国率先在煤电行业推广超低排放改造并取得积极成效，全国具备条件的燃煤电厂已基本完成改造，规模超过9亿千瓦，建成世界上最大的清洁高效煤电体系。

“十四五”时期，将借鉴煤电行业超低排放改造经验，在全国大力推进钢铁行业超低排放改造，目前共229家企业6.2亿吨左右粗钢产能已完成或正在实施超低排放改造。
