应选D，即 on。 介词在此表示方向，意味着“对”或“向”。除理解其意义外，更重要的是要牢记复数名词 congratulations 之后常接介词 on （有“因……”的含义），再如：
(2)Please accept my congratulations on your success.
(3)Congratulations on your marriage!
你可能要问：还有什么名词其后常接表方向的介词 on 呢？其后常可接表方向的 on 的名词还有不少，最常见的有 attack, claim, demand, improvement, influence, march, start, tax, war 等。
又，congratulations 之后偶尔亦有用 for, about 等代替 on （或 upon）的情况，但似乎不多见，故而恕不举例说明了。
