Dictate 是本周《经济学人》（2025年8月9日刊）标题为“Israel on trial: can the country police its own war crimes?”一文中出现的一个单词：

Although ministers do not usually dictate military tactics or targets, the cabinet has determined Israel’s humanitarian policy in Gaza.

一眼看见该词，就很容易联想起与之相关的单词 dictation （口述；听写；命令）来，那种被老师报听写所支配的恐惧总是令人记忆犹新。

从词源上来看， dictate 一词源自于拉丁语 dictare （经常说，命令），最早于16世纪90年代经其过去分词 dictatus 进入英语而来，起初即用来表示“使听写”以及“口述、口授”，常用搭配 dictate (sth) (to sb) 表示将要写、录或打字出来的字大声说出来或读出来。比如：

• 他花了一上午时间向秘书口授信稿。
  He spent the morning dictating a letter to his secretary.
• 这位严厉的老师让班上的学生听写一首短诗。
  The stern teacher dictated a short poem to the class.

由于报听写是老师说什么学生就写什么，因此到了17世纪20年代后， dictate 便被用来引申指“指使、强加、强行规定”，常用搭配 dictate (sth) (to sb) 指以绝对的权威下达命令或规定。比如：

• 你没有资格发号施令。
  You are in no position to dictate terms.

除了主观上的强加以外， dictate 还可以用来表示客观上的强加，即拓展指“支配、摆布、决定”，也就意味着控制性或决定性地影响。比如：

• 如环境使然
  as circumstances dictate
• 你的生活方式是由你的收入决定的。
  Your lifestyle is dictated by your income.

用作名词时， dictate 相应表示必须遵守的“命令、指令、要求、支配”以及“原则、规则、准则”，常用复数并作正式用语使用。比如：

• 赶时髦
  follow the dictates of fashion
• 物理定律的制约
  the dictates of physics
• 凭良心或常识办事
  follow the dictates of conscience or common sense

那么回到上面《经济学人》的句子，其句意也就是说：尽管部长们通常不会直接下达军事战术或目标，但内阁确定了以色列在加沙的人道主义政策。
