(1) problem泛指“问题，难题”。

• The problem facing us is how to get the money for the project.
  摆在我们面前的问题是如何为这项工程搞到钱。
• He sat down to discuss with his father the problem of how to spend the summer.
  他坐下来跟父亲谈如何度夏的问题。
• The teacher told me how I ought to tackle the problem .
  老师告诉我应如何解决这个问题。

 (2) question指“问题，疑问”，常需要给予回答或需要提供信息，有时可与problem换用。

• My question is whether you really want to go or not.
  我的问题是你是否真的想去。
• You shouldn't evade my questions .
  你不要回避我的问题。
• They began to fire questions at the MP.
  他们开始向那位议员提出一连串问题。
• There's no question/problem about that.
  那没问题。

 (3) issue指“引起争议的问题或争议之点”。

• The biggest and most urgent issue is the question of unemployment.
  最大的和最紧迫的问题是失业问题。
• The next big issue confronting us is the question of wages.
  我们面前的另一个大问题是工资问题。
• The great issue today is whether there will be war or peace.
  今天的一大争议是将发生战争还是保持和平。
• But surely that's the main issue we are facing today.
  但那肯定是我们今天面临的主要问题。
