这个句子的意思是：不论多么荒凉难行的地方，人们都会将它变为一个战区。这里的连词 but = that...not, but men = that men will not。这种具有否定意义的 but 常用在较文的语体中，再如：
(2)No man is so bad but he may have some redeeming point. 再坏的人也有其可取之处。
(3)It never rains but it pours. （谚语）祸不单行。
(4)Not a day passes but it rains. 无一日无雨。
除可用在否定结构外，but 还可作为关系代词用在疑问句中，如：
